I worked for a contractor and was in an out of SCIFs all the time and they
never really checked. They were only secure in the fact that they were
shielded to some degree, had their own specially grounded electric circuit,
etc. The company did TEMPEST testing so we had a lot of little labs that
had to prevent stray signals from getting in during tests and also keeping
things inside that we didn't want someone else to see via any form of
TEMPEST or other emissions based monitoring.
But all in all, it was a really unsecure environment. Lots of Simplex
locks, but really slack security (my ex wandered in and was wandering the
halls for 20 minutes before someone stopped her).
